There were, of course, "drawers" and "bloomers" before that, but those names would hardly have suited the modern style garment being used here. When dealing with clothing, any slight variation in style seems to require a new name and euphemisms for various nether integuments abound. As a Canadian, I'm a bit vague on UK usage and my Brit friends are forever pointing out the difference between "U" and "non-U" words and phrases so I would tend to assume from the context that calling her knickers "step-ins" was also somehow more chic than otherwise.
